You got some bad advice from the others: the Stratosphere is not even downtown, a car is very useful, and the best things to do are probably on, not off the Strip, unless you want to waste a lot of time driving. But the comment about a convention being in town was good; since you’re planning ahead you can make sure you’ve got your room reserved at a good price.
1.The temps are pretty comfortable. You’ll just need a jacket when walking around outside at night.
2.I would say check the prices at the Four Queens, then compare to Fitzgerald’s, the Plaza, and the Fremont. Those are the mid-level choices with decent prices. Get details at

3.I have visited without, and with, a car, and now I always take mine. It’s easy to get around if you spend a little time studying a map and AVOID USING THE STRIP except during very early or late hours. The great thing is the valet parking at all hotel/casinos – just tip $2 on pickup. The trolley, bus, monorail, trams are very time-consuming and not all that helpful.
4. Sightsee at the themed hotels, see a show with tickets from ticket discounters (see below), see the free stuff (Mirage volcano, Treasure Island Sirens show, Bellagio musical fountains), see lounge performers for the price of a drink, ride the Star Trek Experience and Luxor attractions. And, of course, see the shows at Fremont Street Experience, a different one every hour at night, for free.
