In general, the best pools in Vegas are at Mandalay Bay and the Mirage, though pools at Wynn, Palazzo, and various others are also very nice.
However, the problem you’ll have is the time of year: February is typically not pool weather, so even if you can use the pool, it’s unlikely that it will be the happening pool scene that you’d get when the weather is warm.
